Abstract

The election of integration councils at the municipal level is the only way for non-European Union individuals to articulate their political interests electorally. At the same time, the political possibilities of integration councils are limited, and the voter turnout in integration council elections is typically significantly lower than the voter turnout in municipality elections. The resulting lack of representation for a substantial minority living in Germany is problematic, both from a normative democratic point of view and regarding the political integration of immigrants. In this study, we examine reasons for the low turnout in integration council elections. Building on established theories of voter turnout, we include general and migration-specific factors and analyze structural data from 2020 for 107 municipalities in North Rhine-Westphalia, the state in which about a quarter of all integration councils in Germany are located. The results of the analyses show, in particular, that the involvement of established parties and a comprehensive culture of participation in local politics are associated with higher voter turnout in integration council elections. In contrast, migration-specific factors are less relevant.
