Abstract

Finanzierung der Flüchtlingspolitik. Für eine ausgewogene Finanzierung der Flüchtlingsleistungen bei Bund, Ländern und Kommunen Deutschland erlebt in den Jahren 2015 und 2016 Flüchtlingszuwanderung in Dimensionen, wie sie hierzulande lange nicht gesehen wurden. Das stellt auch die Finanzpolitik auf allen föderalen Ebenen und die Finanzausgleiche zwischen diesen vor große – aber handhabbare – Herausforderungen. Flüchtlings- und Migrationspolitik ist in weiten Teilen Querschnittspolitik – betroffen sind vorrangig Bildung, Sprache, Arbeitsmarkt, Soziale Sicherung, soziokulturelle Integration sowie Sicherheit und öffentliche Ordnung. Finanzpolitik schafft in diesem Querschnitt eine zweite Dimension: Die möglichen Ziele, Empfehlungen und Reformvorschlägen aus der Fachperspektive konfrontiert sie mit unterschiedlich straffen Finanzierungsrestriktionen. Das ist die traditionelle Rolle des öffentlichen Haushalts, insofern wirft die Flüchtlingskrise auch keine neuen finanzpolitischen Debatten auf. Die Studie analysiert die Finanzierungsbedingungen der Flüchtlingspolitik und formuliert eine Reihe von Handlungsempfehlungen, die sich auf in vier Dimensionen erstrecken: 1. Ergebnisorientierte Finanzpolitik gestalten. 2. Kostentransparenz schaffen. 3. Das Geld den Menschen folgen lassen. 4. Finanzierungsdebatte unverkrampft führen.

Translated abstract:	Abstract Language Financing of the refugee policy. Seeking a balanced financing of refugee policies for the federal level, the states and the municipalities In the years 2015 and 2016, Germany experiences refugee immigration in dimensions unseen in this country for a long time. That also poses big - but manageable – challenges to fiscal policies on all governmental levels and to fiscal relations among these. In large parts, refugee and migration policy is cross-sectional policy - affected are primarily education, language, the labour market, social security, socio-cultural integration, as well as security and public order. Budget policy creates a second dimension of in this cross-section as it confronts the objectives, recommendations and proposals for reform with more or less tight financing constraints. This is the traditional role of the public budget; the refugee crisis raises no structurally new debates. The study analyses the financing conditions of refugee policy and proposes action in four dimensions: 1. Strengthen results-oriented budget policy. 2. Create cost transparency. 3. Make the money follow the people. 4. Discuss revenue issues unperturbed by election campaign nervousness. English
