Abstract

Um mehr unabhängige Forschung zum Einnahmesystem der Europäischen Union anzustoßen und um die gegenwärtige politische Debatte über mögliche Reformen zu bereichern, hat das Bundesministerium der Finanzen ein Forschungsprojekt zur Zukunft der Finanzen der Europäischen Union angestoßen und finanziert. Das Vorhaben hat eine Gruppe von Wissenschaftlern aus verschiedenen Ländern mit überwiegend ökonomischem, aber auch juristischem Hintergrund zusammen gebracht. Die Beiträge untersuchen die Notwendigkeit von Reformen des Einnahmesystems der EU sowie die Möglichkeiten zu deren Umsetzung aus verschiedenen Perspektiven. Eine englischsprachige Sammlung der Arbeitspapiere wurde auf dem Symposium „The Future of EU Finances“ vorgestellt, das das FiFo Köln, die FAU Erlangen-Nürnberg und das BMF am 14. Januar 2016 in der nordrhein-westfälischen Landesvertretung in Brüssel durchgeführt haben. Eine Synthese gibt einen Überblick über die Erkenntnisse und zieht einige Schlussfolgerungen im Hinblick auf die Reform des Einnahmesystems der EU. Der vorliegende FiFo-Bericht Nr. 22 bietet die deutschen Fassungen dieser Arbeitspapiere. Der Band wird eingeleitet durch eine deutsche Fassung des Vortrags von Bundesfinanzminister Dr. Wolfgang Schäuble auf dem Brüsseler Symposium.

Translated abstract:	Abstract Language In order to initiate academic research on the EU revenue system and to enrich the current political debate about possible reforms, the German Federal Ministry of Finance has sponsored a research project on the future of EU finances. It brought together a group of scholars mainly from an economic but also from a law background and from different European countries who explore both the need and the options for reforms of the EU revenue system from different perspectives. The project resulted in a collection of policy papers on various specific topics that shed light on strengths and weaknesses of the current system of funding the EU. A collection of the working papers in English was presented at the Brussels symposium on the ‘The Future of EU Finances’ on 14 January 2016. A synopsis gives an overview about the findings and draws some conclusions with regard to the reform of the EU revenue system. Now, FiFo-Report No 22 offers the German versions of these papers. The collection is preceded by the German translation of the speech given by Federal Minister of Finance Wolfgang Schäuble at the Brussels symposium. English
