Abstract
This dissertation examines the 2014 revision of China's Administrative Litigation Law (ALL), analyzing its aims, key features, and implications within the country's unique political and legal context. The revision sought to address the "three difficulties" of the 1989 ALL, namely, difficulties in filing lawsuits, case adjudication, and judgment enforcement. The study explores how the revision reflects the CCP's commitment to "legislative pragmatism" and its goal of establishing an "administration according to law" while maintaining political control.
