Abstract

This study examines the contextual knowledge of experts about cannabis markets inside and outside prisons. We conducted a content analysis of interviews with criminal justice experts and police (n = 21). The results show similarities between both markets, one share seems small and self-organized, and another share shows hierarchical structures higher up. While consuming cannabis is easy outside prisons, prisoners need to rely on support from the outside world.
