Abstract

International migration to China is a relatively new phenomenon, and reform on China’s immigration-related policies have only been carried out since the last decade. Within this context, the research investigates the migration experience of foreign English Language Teachers (ELTs) in China. Based on 12 months’ fieldwork conducted in Shenzhen between 2016 and 2017, my dissertation seeks to study the migration of foreign ELTs from migrants’ perspective. Since immigration law plays a vital role in shaping international migrants’ experience in their host countries, the dissertation analyzes how foreign ELTs experience China’s changing work visa regulations and immigration law implementation on the ground. Through empirical study of foreign ELTs’ employment and settlement in Shenzhen, the research bridges the gap between policy studies and migration studies by investigating state policy as migrants experience it. Moreover, the research uses critical cosmopolitanism as an analytical lens and examines how foreign ELTs of different positionality practice cosmopolitanism in the process of migration. The dissertation contributes to understanding the heterogeneity of middling skilled migrants in China. Theoretically, it contributes to the discussion of what citizenship entails for international migrants in China both in the formal and cultural sense.
