Abstract

Im Kontext einer stark alternden Gesellschaft sowie hoher akkumulierter staatlicher Schuldenstände ist die Sorge um die Nachhaltigkeit der öffentlichen Finanzen nicht mehr aus der politischen und wissenschaftlichen Diskussion in den entwickelten Volkswirtschaften wegzudenken. Politische Entscheidungsträger haben ein grundlegendes Interesse daran, künftige finanzpolitische Spielräume durch aussagekräftige und verlässliche Analysen der langfristigen Tragfähigkeit der öffentlichen Finanzen so gut wie möglich abschätzen zu können. Vor diesem Hintergrund haben viele Staaten insbesondere innerhalb des letzten Jahrzehnts begonnen, regelmäßig Tragfähigkeitsberichte sowie vereinzelt Generationenbilanzen vorzulegen. Ergänzt werden derartige Bemühungen durch zahlreiche akademische Arbeiten. Die dabei zu beobachtenden Divergenzen in Bezug auf die angewandte Terminologie und Methodik schränken die Vergleichbarkeit der Ergebnisse erheblich ein und stiften zuweilen Verwirrung. Bei aller Vielfalt lässt sich jedoch auch feststellen, dass die Grenzen der oft zitierten Dichotomie von Generationenbilanzierung einerseits und „OECD“-Ansatz andererseits dank methodischer Annäherungen sowie ihres gemeinsamen theoretischen Kerns immer mehr verwischen. Ziel ist es daher, die Methoden national und international durchgeführter Tragfähigkeitsanalysen anhand einiger zentraler Beispiele transparent zu machen. Dabei sollen Gemeinsamkeiten und Unterschiede der verschiedenen Ansätze zur Berechnung fiskalischer Nachhaltigkeit sowie ihre jeweiligen Vor- und Nachteile herausgestellt werden. Auf dieser Basis sollen Empfehlungen für die Auswahl viel versprechender methodischer Elemente formuliert werden.

Translated abstract:	Abstract Language Within the context of the aging society as well as high and growing public debts there is a growing concern about the sustainability of public finances in developed economies on the political as well as the scientific agenda. Political decision-makers have a fundamental interest in being able to properly assess future fiscal limitations by looking at meaningful and reliable analysis of the sustainability of public finances. Against this background many countries have started to regularly produce sustainability reports or generational accounts over the last decade. These efforts are backed up by several academic studies on the topic. Nevertheless, the results are of very limited comparability as the applied terminologies and methods are widely divergent. Yet, within all this diversity it is notable that the strict distinction between the Fiscal Gap (OECD) approach on the one side and the concept of Generational Accounts on the other diminishes more and more over time due to methodological convergences. There is no contradiction between the two approaches as they rely on the same theoretical basis. The aim of this report is to contribute to more transparency by means of comparing the methods of several German and international sustainability reports and analysis. We focus on the similarities and differences of the different approaches to assessing fiscal sustainability by breaking them down into their constituent parts. On the basis of our findings we identify advantages and drawbacks of certain elements and give recommendations for the choice of promising methodological elements of sustainability assessment. English
