Abstract

Diese Abhandlung untersucht die psychosozialen und systemischen Folgen des chronischen Personalmangels in kritischen Infrastrukturen (KRITIS), fokussiert auf das Berufsfeld der Zugverkehrssteuerung. Im Zentrum steht das „Paradoxon der funktionalen Erschöpfung“: Hochqualifizierte Leistungsträger kompensieren strukturelle Defizite durch eine gesteigerte psychische Selbstregulation (Ego-Depletion). Dieser Prozess sichert zwar kurzfristig die operative Funktionalität des Schienenverkehrs, führt jedoch konsekutiv zu einer Erosion der privaten Handlungsfähigkeit und der professionellen Identität der Akteure. Die Analyse verknüpft psychologische Modelle der Selbstregulation mit den soziologischen Konzepten des Habitus nach Bourdieu und der „brauchbaren Illegalität“ nach Kühl. Dabei wird das Versagen korporatistischer Mitbestimmungsstrukturen ebenso kritisiert wie die Mechanismen der adversen Selektion (Dead Sea Effect), die zum Verlust von Leistungsträgern führen. Bedeutung für die Forschung: Die Arbeit bildet das theoretische Fundament für die „Habitus-Behauptung“. Sie dekonstruiert die institutionelle Erosion und begründet die Notwendigkeit des Sovereign Controller Frameworks (SCF), um operative Souveränität und psychische Resilienz in Hochzuverlässigkeitsorganisationen (HRO) wiederherzustellen.

Translated abstract:	Abstract Language This paper examines the psychosocial and systemic consequences of chronic labor shortages in critical infrastructures, specifically focusing on railway traffic control. It centers on the "paradox of functional exhaustion": highly qualified professionals compensate for systemic deficits through increased psychological self-regulation (ego depletion). While this ensures short-term operational functionality, it leads to a long-term erosion of private agency and professional identity. Drawing on Bourdieu’s habitus theory and Kühl’s concept of "useful illegality," the study criticizes the failure of institutional co-determination and the mechanisms of adverse selection (Dead Sea Effect). This work serves as the foundational study for the "Habitus Assertion," establishing the theoretical basis for the Sovereign Controller Framework (SCF) to restore operational sovereignty and resilience in high-reliability organizations (HRO). English
